Mini UI Specification on Formatting

Motivation
This UI specification suggests changes to the the formatting panel to make it somewhat easier to set desired code formatting in the scope still doable for NetBeans 6.5.
Note: Despite that this solution somewhat improves the current situation, it is not meant as a long-term ideal solution. In long-term, we should probably attempt to design and implement WYSIWYG formatting settings (see the issuezilla enhancement #137582).
Specification
The difference compared to current state (NetBeans 6.1) lies in
- splitting the tabs in Alignment and Braces item in the combobox into two separate items Alignment and Braces.
