Goal
To define the horizontal toolbar UI design and behavior is the goal of this spec. In the NetBeans we are not using the tabs in the Editor tab. That is the rule. Unfortunately, sometimes we need to use more views in the one Editor tab. This case we don't have supported now. We have to find a new solution which we will can use instead of the using tabs in the Editor tab. That is a goal of this UI specification.

The NetBeans developer need to place a few views into the Editor file - screen. This file is shown like one tab in the Editor. The developer wants to add for example 10 views into this page. The NetBeans UI roles don't allows him/her it. The developer supposes to have possibility to use some defined UI solution defined in some UI specification
More views in the Editor tab Scenario
The developer visits the NetBeans UI web page and he/she found the Horizontal Toolbar for views UI specification. The developer read it and he/she know to solve the problem.
